This was an announcement from Microsoft at their E3 press conference. It's essentially the same game but with some added stuff.

The guys over at Valve have already assured us that "pc owners will not get screwed over"

We are going to see a lot more of Portal and Aperture Science as It ties into the Half-Life story line, there is a lot of clues in the Portal game.
